BRAZIL: Scandal prompts talk, but no action yet
The latest corruption scandal engulfing Brazilian politicians has led to more talk about the need for an electoral reform. President Lula da Silva has even suggested the need for a constituent assembly to be called after the 2010 general elections, specifically to reform the electoral law. But, despite such talk every time a new corruption scandal hits the headlines, little if anything has been done to make Brazil's political class accountable. Lula himself has recently sanctioned changes in the electoral legislation which, in effect, perpetuate leniency for corrupt politicians. This led critics to claim that his call for a constituent assembly had political aims rather than his stated motivation to instil “morals" in Brazil's political parties.
