The decision by Mercosur to start negotiating Venezuela's accession as a full member was a far more subdued affair than had been expected, even including the predictable hyperbole from President Hugo Chávez . The dominant note struck by both officialdom and business associations across the region was that a lengthy period of 'technical' negotiations lies ahead.
