Pando massacre revisited

The prospects for the ex-prefect of Pando, Leopoldo Fernández, look increasingly bleak after both the Union of South American Nations (Unasur) and Bolivia's human rights ombudsman presented the findings of investigations into the massacre which took place in the opposition region of Pando in September [RA-08-10]. Both reports hold the local authorities responsible for the violence and have strengthened the government's case against the ex-prefect.
