REGION: Death knell for regional parliament?

At least five of the six Central American presidents have called for profound reform or complete abolition of the Central American parliament, Parlacen. Presidents Mireya Moscoso of Panama and Ricardo Maduro of Honduras were the most outspoken critics of the institution, but Guatemala's Oscar Berger, Francisco Flores of El Salvador and Enrique Bolaños of Nicaragua also called for sweeping reform of Parlacen.
